    Editor's Introduction: Scientific and Technical Human Capital

    Human capital and social networks are the two pillars supporting scientists' and engineers' ability to contribute knowledge. Throughout their careers, scientists seek to enhance both. Human capital endowments include not only formal education and its representation in credentials but the actual scientific and technical knowledge, craft knowledge and technical skills. In science and technology the deploying of human capital in the production of scientific and technical knowledge is intensely and inevitably social. Science cannot be understood in purely cognitive terms. Social mechanisms undergird not only the production of knowledge but its distribution and use. Scientific and technical journals and conferences are social institutions, as well as intellectual property protections, grants and awards, job placement and career transitions which are governed by social institutions. Social networks are the means by which scientists and engineers traverse social institutions. Indeed, scientists and engineers are as dependent upon social networks as they are upon such tangible scientific tools as electron microscopes, supercomputers and synchrotrons. Research policy and management scholars have long recognized the importance of scientists' and engineers' human capital endowments and their social networks. It is surprising, though, how rarely the two are viewed as part and parcel of a single bundle

    Understanding the emergence and deployment of “nano” S&T

    As an introduction to the special issue on “emerging nanotechnologies”, this paper puts in perspective contemporary debates and challenges about nanotechnology. It presents an overview of diverse analyses and expectations about this presumably revolutionary set of technological, scientific and industrial developments. Three main lines of argument can then be delineated: first of all, the degree of cumulativeness of science and technologies and the respective roles of newcomers and incumbents in the industrial dynamics; second the knowledge dynamics in nanotechnologies, especially the linkages by science and technology and third the role of institutions (network, geographic agglomeration and job market). It finally discusses methodologies to delineate the field of nanotechnologies and to collect data.     An Empirical Analysis of the Propensity of Academics to Engage in Informal University Technology Transfer

    Formal university technology transfer mechanisms, through licensing agreements, research joint ventures, and university-based startups, have attracted considerable attention in the academic literature. Surprisingly, there has been little systematic empirical analysis of the propensity of academics to engage in informal technology transfer. This paper presents empirical evidence on the determinants of three types of informal technology transfer by faculty members: knowledge transfer, joint publications with industry scientists, and consulting. We find that male and tenured faculty members are more likely to engage in all three forms of informal technology transfer. We also find that academics who allocate a relatively higher percentage of their time to grants-related research are more likely to engage in informal commercial knowledge transfer.

    Instead of private gain or corporate profits, what if we set public values as the goal of leadership?Leadership means many things and takes many forms. But most studies of the topic give little attention to why people lead or to where they are leading us. In Public Values Leadership, Barry Bozeman and Michael M. Crow explore leadership that serves public values—that is to say, values that are focused on the collective good and fundamental rights rather than profit, organizational benefit, or personal gain. While nearly everyone agrees on core public values, there is less agreement on how to obtain them, especially during this era of increased social and political fragmentation. How does public values leadership differ from other types of organizational leadership, and what distinctive skills does it require? Drawing on their extensive experience as higher education leaders, Bozeman and Crow wrestle with the question of how to best attain universally agreed-upon public values like freedom, opportunity, health, and security. They present conversations and interviews with ten well-known leaders—people who have achieved public values objectives and who are willing to discuss their leadership styles in detail. They also offer a series of in-depth case studies of public values leadership and accomplishment. Public values leadership can only succeed if it includes a commitment to pragmatism, a deep skepticism about government versus market stereotypes, and a genuine belief in the fundamental importance of partnerships and alliances. Arguing for a "mutable leadership," they suggest that different people are leaders at different times and that ideas about natural leaders or all-purpose leaders are off the mark.     Department of Homeland Security Science and Technology Directorate: Developing Technology to Protect America

    In response to a congressional mandate and in consultation with Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), the National Academy conducted a review of S&T's effectiveness and efficiency in addressing homeland security needs. This review included a particular focus that identified any unnecessary duplication of effort, and opportunity costs arising from an emphasis on homeland security-related research. Under the direction of the National Academy Panel, the study team reviewed a wide variety of documents related to S&T and homeland security-related research in general. The team also conducted interviews with more than 200 individuals, including S&T officials and staff, officials from other DHS component agencies, other federal agencies engaged in homeland security-related research, and experts from outside government in science policy, homeland security-related research and other scientific fields.Key FindingsThe results of this effort indicated that S&T faces a significant challenge in marshaling the resources of multiple federal agencies to work together to develop a homeland security-related strategic plan for all agencies. Yet the importance of this role should not be underestimated. The very process of working across agencies to develop and align the federal homeland security research enterprise around a forward-focused plan is critical to ensuring that future efforts support a common vision and goals, and that the metrics by which to measure national progress, and make changes as needed, are in place

    Bureaucratization in Public Research Institutions

    The purpose of this paper is to analyse the nature of bureaucratization within public research bodies and its relationship to scientific performance, focusing on an Italian case-study. The main finding is that the bureaucratization of the research sector has two dimensions: public research labs have academic bureaucratization since researchers spend an increasing part of their time in administrative matters (i.e., preparing grant applications, managing grants/projects, and so on); whereas universities mainly have administrative bureaucratization generated by the increase over time of administrative staff in comparison with researchers and faculty.
